Supply-side Readiness for Universal Health Coverage: Assessing Service Availability and Barriers in Remote and Fragile Setting

The study was conducted to a) Evaluate the service readiness and b) Ascertain supply side barriers inhibiting provisioning in rural, remote fragile district India. We employed a mixed method design encompassing Service Provisioning Assessment of entire network public health facilities using Availability Readiness (SARA) module WHO conjunction with Indian Public Health Standards Guidelines (IPHS). Qualitative information collected via Field Observations, Key informant interviews Focus group discussion stakeholders ranging from leaders laggards. A concise index General Availability, Specific Facility computed along exploratory data analysis Principal Component Analysis. Further, determinants facility were elucidated Generalized Ordinal Logistic Model. findings analyzed content analysis. Results indicated poorest lower-tier particularly abysmal for basic amenities, diagnostic capacity preparedness emergencies non-communicable diseases. estimates logistic model revealed that degree vulnerability facilities, type frequency monitoring supervision significantly impacted readiness. divulged lack incentives workers, political interference, topographical constraints security disruptions as major stymieing area.
